Reallocation and Reclassification

 
  • REALLOCATION: To change the salary grade with no change in title when the level of duties and responsibilities significantly changes.  Reallocations typically impact all incumbents in a title across all agencies.
     

  • RECLASSIFICATION: To change the title of an existing position based on a significant change in duties and responsibilities.  Reclassifications reflect the specific duties performed by each incumbent and may not impact all positions in a particular title.
     

  • TITLE STRUCTURE CHANGE: The change of the titles within a title series where there are no substantial changes in duties or responsibilities.  Title Structure Changes can sometimes have elements of both reclassification and reallocation and each Title Structure Change must be evaluated separately.

   

 

Reallocation
  • No Change in Anniversary Date
     

  • Computed as a Promotion, including Longevity Award Portability. Special calculation for incumbents who have been at the job rate for more than one year at the time of the reallocation (Contact PEF Civil Service Enforcement/Research Department for more information)
     

  • Special "Hold Harmless" protection for Longevity Award Eligibility if new salary drops below the job rate of the higher salary grade.

Under Civil Service Law, requests for a reallocation or reclassification can be made by any employee, the Union, or the agency.

Applications can be obtained from your agency personnel office.

In our experience, agency support of the request for a reallocation or reclassification is essential to securing approval from the Division of Classification and Compensation and the Division of Budget

The PEF Civil Service Enforcement/Research Department works with PEF Leaders and Members on Reallocation Requests and have prepared this memo to assist these efforts.

 

 

Reclassification
  • New Title Anniversary Date
     

  • Salary Computed as a Promotion, including Longevity Award Portability
     

  • No protection of Longevity Awards if promotion salary is lower than the job rate of the higher salary grade

Title Structure Change
