NYSOnLine is the web site of the Department of Civil Service/Employee Benefits Division. It is the most comprehensive source of health benefits information available to state employees, and it can be accessed from the privacy of your own home, 24 hours a day. Answers to questions you may have asked your agency Health Benefits Administrator in the past can usually be found on this web site. NYSOnLine includes information about health plans available to NYS active and retired employees, eligibility and enrollment requirements, a list of important phone numbers, the Empire Plan Participating Provider Directory, plus dental, vision and Workers' Compensation benefit information. Retirement (including calculation of sick leave credit), vesting, COBRA, and Medicare are also discussed. The entire Empire Plan Certificate, which explains all covered benefits, is available for review and/or downloading. Benefit publications may also be reviewed or downloaded at the site. During the fall Option Transfer Period, new health plan premium rates are posted at NYSOnLine before the rates are mailed to employees' homes. This is a useful resource when the rates are delayed.
