A statewide meeting between the Public Employees Federation and the New York State Department of Motor Vehicles was held on Tuesday, October 13, 2009, in Room 529 at 6 Empire State Plaza, Albany, New York. The meeting began at 1:05 p.m. with all those present introducing themselves. Mr. Randy Harris was introduced as the PEF Field Representative assigned to the Department of Motor Vehicles.

AFI/BRI Desk Audit

Mr. Ruggirello, Assistant Director of Personnel, reported that the Department was conducting a desk audit of  the Automotive Facilities Inspector (AF1) and the Body Repair Inspector (BRI) Titles. The Division of Personnel will be auditing the hearings in all six regions. Currently, hearings in Albany and Utica have been audited and additional hearings in Buffalo and Rochester are scheduled to be audited. To get a better overview, due to the diverse types of cases handled, Division of Personnel intends to review archived hearing tapes.

Mr. Harris inquired on the timeframe for the desk audit. Ms. Zandri, Director of Personnel, estimated that the audit should be completed by April 1, 2010.

AFI/BRI Identification Cards

                               Mr. Harris inquired about lost cards. Mr. France stated that there will be no charge for cards damaged due to normal wear and tear, hut the normal charge for lost identification cards will be levied to replace lost. certified inspector cards

 

Discussion:               Mr. Cooper. Director of Vehicle Safety and Clean Air, reported the AFIs and BRIs carry a separate card to access a facility's NYVIP analyzer. Mr. Cooper is working with DeLaRue to merge NYVIP analyzer card with the new certified inspector card. Mr. Cooper believes the new card will be available by January 2009.

ALJ 4:30 Calendar

Discussion:

Ms. Traschen reported that the Administrative Law Judges at the Traffic Violation Bureaus still have a •:30 Calendar on Thursdays. The Calendar benefits the Department's clients and local law enforcement. Due to these considerations, the Department would not be eliminating the calendar any time in the future.

Workplace Violence Prevention

Discussion:

Mr. France reported that Motor Vehicle License Examiner (MVLE) focus groups have been formed. Management is considering revisions to MVLE workplace policies and to the license examination procedures. A report will he finalized by the end of the month. The Department has created a database to track workplace violence incidents. A survey was conducted of engineering controls within the Department's facilities and a randomized employee survey is being developed. Also, Governor's Office of Employee Relations is developing a train the trainer workshop on workplace violence.

 

Mr. Parker inquired on the definition of aggressive behavior and when managers should report incidents. Mr. France responded that managers are not trained to distinguish between different types of incidents. Instead, managers should report all incidents. Mr. Parker further inquired if customers will he banned from an office if it perceived that they are stalking an employee. Mr. France responded that the Department's issuing offices and Traffic Violation Bureau's customer spaces are public areas and individual incidents will be handled on a case by case basis.

Severance Program

 

Discussion:

Ms. Kozakiewicz asked if there will be a second round for the Severance Program. Ms. Zandri answered that she did not know about a second round. Ms. Kozakiewicz asked if the first round was done. Ms. Zandri answered, "yes.- Ms.Kozakiewicz asked if a list of the first round recipients will he made available. Ms. Zandri answered "no," due to confidentiality concerns. management would not be providing names of those offered or participated in the Severance Program.

Swan Street Security

Miscellaneous Items

Mr. France reported that the Swan Street Building will he locked down in November, 2009. Employees will need to swipe their identification cards to enter the building. Visitors will need to enter the building using the Core 3 side door. There was a no fee amnesty period for broken or lost cards in September and has ended.

Discussion:

Mr. France reported that the Department sent out e-mails and put up posters alerting employees about the upcoming tlu season and advising them on ways to reduce the spread of the disease. Mr. Ilarris inquired if employees who work with the public will he given the flu vaccine. Mr. France answered, "no."

 

Mr. France further reported that AED/CPR Training will be taking place in the Department's upstate offices in October. A Departmental AED was used on a customer in the Department's Bethpage office and the customer did survive.

Also, Mr. France informed the group that strategic planning is continuing.
