Minutes: The minutes were agreed to and signed by both parties. OMRDD will take the minutes for this meeting.

 

2008-2011 PEF L/M Operating Agreement: This agreement will streamline the process so both parties benefit more. PEF tries to bring someone in from each region. OMRDD will continue to rotate people into meetings. Both parties agreed to downsize the meeting attendees to make them more productive.

 

Vehicle Fleet Management: Victor Smith gave an informative review of how vehicles in OMRDD’s fleet are allocated. OMRDD has 3,000 vehicles; 2,900 are full size vans and mini-vans for direct consumer transportation. Each home has at least one vehicle. Vehicles are managed locally. Central Office manages the replacement schedule. We get only 300 vehicles every year. There is a 10-year replacement cycle. The DDSOs determine the type of vehicle 100% of the time. It is a requirement that 25% of our vehicles be alternative fuel (compressed natural gas, or flex fuel), which can be difficult to utilize in remote areas where these fuels are not available. Management agreed to look into efficiency guidelines for the DDSOs.

 

Union

PEF/OMRDD Nursing Sub-Committee: PEF believes there is a need for a Nursing sub-committee that would operate similarly to the Health and Safety Committee. PEF is requesting this as other agencies have found it to be beneficial. There are no nurses in a leadership role in PEF. A nursing sub-committee would be a better forum to address issues specific to this underrepresented segment of their membership.

 

OMRDD asked PEF for their vision of the committee. PEF believes the model should be based on nurses being represented from a designated region and levels of responsibility. Two agencies have such meetings. DOCS and OMH. Potential topics include the OMH/SED MOU, recruitment of Infection Control nurses and how to control mandatory overtime.

 

Management meets every three weeks with DDSO nurses, every four weeks with infection control nurses. We have informal ways of gathering information. Information is disseminated through e-mail. There are no written minutes of these meetings.

 

OMRDD indicated their conceptual agreement to this committee and would like to further evaluate how management could participate in this committee.

 

OMRDD has agreed to meet with PEF to discuss the expansion of Developmental Aide duties.

 

Status Reports:

Status of Nurses Salary and Grade changes: Rob Valla reported on the status of the civil service work group, which is comprised of other agencies who also use nursing titles. OMRDD has submitted comments, attended meetings, and contributed to a draft classification standard that describes the proposed new title series. Civil Service intends to distribute the standard for further comment in November. However, salary and grade changes are to be addressed in Phase II of the project. The process is ongoing.

 

Dietician Update: The proposal went to DOB in January. Classificaion and Compensation sent their support to reallocate a Dietician 2 from a G-17 to a G-18. The proposal is still pending at DOB.

 

Management:

Presentation of Budget Review: Jim Moran outlined the Governor’s updates for the fiscal plan for October. Projected deficits are high, there is expected to be jobs and revenue lost from the private sector. The Governor is asking for relief from Congress. We should expect more spending controls.

 

Action Item: Management will resend the survey as a reminder to those who have not yet participated.
