PEF Labor Management Meeting – November 19, 2008

 

Present:  Adam Sumlin, Cheri Frank, Peter Yurkewicz, Maureen Hlibczuk, Jenifer Barr, Vicki Garcia, Susan Johnson

 

PEF’s Agenda:

 

  1. NP/PA Compensation for Time Worked:  The union submitted survey data they collected from staff of the average hours worked  which they feel indicates that many staff regularly work more than 40 hrs./wk.  .  They discussed this with all the staff and they felt the consensus is that they need some type of compensation but also that since Staffing is a definite issue, a solution may be development of a float pool.  Management advised that HR is looking into this with the Leaders over these groups to discuss options.  As to the specific staffing issues and schedule changes for the NP’s in Radiation, Jenifer advised that Melissa Therrien has stepped in and is sensitive to making it equitable for schedule rotation.  Jenifer to verify timeframe with Melissa as to how long these schedule changes need to be in effect.

     2. Provisional Titles:  Union looking for results from tests given since August for   PEF   titles Staff Pharmacist, Case Manager.  Vicki to provide updated testing calendar and to look into adding Tech Support Specialist  to be developed for a test, as well as emailing Adam with a list of provisional titles.

3. Itemized Differentials:

 

The breakdown of codes on the pay stubs for Nurses has been very well received, and the Union would like to see this breakdown for all staff.  Sue mentioned the breakdown will be available through e-time and noted that accruals will continue to be one pay period behind.Sue will confirm that accruals may be used in the pay period they are earned.

4.   37.5 Hour Work Week for All Titles:  Union questioned if there are any plans on board for other departments to go to this.  Union advised they heard that Lab Medicine was going to this  and that the department  had already offered it to their group.  Management unaware of this and would look into it.  Management made other departments’ who have Nurse I’s and II’s aware that Nursing is piloting the 37.5 hr work week but  nothing has been heard from other departments as to whether they intend to implement.  The decision to do this is  ultimately a departmental issue as it is supported by individual departmental budgets.

5.Scientist/CRS Titles Moved to PEF Bargaining Unit:  The union  questioned where this is at.  . Management explained that their understanding the determination was made that it was not  fiscally feasible to move CRS.  Management not aware of any discussions about moving Scientists.    The Union offered that if the decision is based upon a funding  (grant) issue,  they would be  willing to sign off if the grant is lost.

6. Parking: Union expressed concerns about where the valet is parking cars.  Their understanding is that valet would only be parking cars in the back half of the first floor and now it is expanding into the second floor such that employees don’t know where to park so they don’t get blocked in.  Management  to get updates from Harv Strassburg and Steve Wright and would like the union to provide agreement that they are referring which outlines where valet will be parking.    The union advised that they are not hearing about any issues with parking at HSBC but would like to see if possible  to have some enclosed area at HSBC lot for people to go stand during inclimate weather.

7Vacation Buy-Back:  Union interested in getting  vacation buy-back agreement (parity with M/C’s) based on  the idea that a lot of personnel cannot use vacation because of staffing issues.  Management mentioned that this was not a topic that was agreed on at negotiations to discuss at Labor Management and additionally, that the  the Governor is looking to rescind the program for M/C’s.  Agreed to put item on hold.  .

8. Scientists Performance Evaluation and Newly Created Review Committee:  Impact negotiations piece is on hold.  Need to establish an Appeal Board to hear Scientific Faculty eval appeals.  Management and Union to each provide their designee as well as list of people they want for consideration as mutually agreed upon Board member.  .

9. Internal Posting:  Union would like the policy that addresses internal posting which was developed for the Nursing Department to be expanded.  They would like to have posting done internally for two weeks before going external.  Management  discussed the timing issues and the need to expedite recruitments to fill vacancies.  Management  is willing to consider sending internal candidates to the departments 5 days ahead of external candidates PEF is in agreement and would like this to be reduced to writing.

10. Conduct Policy:  The union expressed concerns that  there are violations by both employees and managers, but that they are handled differently.  .  The union provided some specifics of the unfairness they believe is occurring.  .  Management expressed ongoing commitment to addressing all validated instances of inappropriate conduct, whether committed by employees or managers.  .

11. Office Space:  Union again requesting office space – willing to pay a nominal fee for the space only.  Management advised that space constraints are still an issue.

12. Light Duty Policy:  The Union was inquiring as to whether there is a  policy on light duty.  Management advised that they would look into the development of one with Benefits.  .

13. Workman’s Compensation Notification:  Union asking for quarterly notification of those members on compensation.  Navigation packages were supplied previously to Benefits and the Union will provide a couple copies to Management. Management provided the union with a copy of the notification that Benefits send out to employees out on worker’s compensation.

14.Member Listing on Bargaining Unit:  The Union is requesting listings/reports of those members coming into and exiting their bargaining unit.  Management agreed that this is a viable request and would contact HRIS to provide.

15. Bulletin Boards at 901 Washington: As the Union has a large number of memberes located there, they are requesting a bulletin board be placed there.  Management believes this is reasonable and has been working with Planning to get that accomplished.    The union also requested whether there could be a  a bulletin board installed at the Life Science Building.  Management  will check with Planning  about the feasibility  of this request.

16.  Day After Thanksgiving:  The union discussed changing the holiday designation from Election Day to the Day After Thanksgiving.    Management advised that they are looking into this for for next year and that they will review this matter with Administration

17.  Minor Holidays:  The Institute will open clinical services for some of the holidays starting in 2009- Washington’s Birthday, Columbus Day, Veterans Day.  Employees who work will receive the benefits provided for in the cba.
